B.C. Proposes GHG Reporting Regulation
The British Columbia Ministry of Environment intends to introduce
a Mandatory Reporting of Greenhouse Gas Emissions Regulation,
under its Greenhouse Gas Reduction (Cap and
Trade) Act. The regulation is anticipated to come into effect
in early 2009. Greenhouse gas emissions data provided to the
ministry under this regulation will provide the foundation for the
development of a cap and trade system and other climate policies in
B.C.
Highlights

The
proposed regulation includes a threshold of 3,000 tonnes of
CO2E for "upstream oil and gas facilities." Emissions
for 2009 calendar year will have to be submitted by June
15, 2010. |

Facilities with emissions over
20,000 tonnes of CO2E will also be required to provide best
estimates of GHG emissions for the 2006, 2007, and 2008
calendar years by August 30, 2009. |

Facilities with over 25,000
tonnes of GHG emissions in a year would be required to
obtain "third-party" verification. |

Operators who expect to be
subject to the reporting regulation will be required to
register with the ministry by July 15, 2009. |
