U.S. EPA Publishes Proposed Mandatory GHG Reporting Rule
On March 10, 2009 the Environmental Protection Agency (EPA)
published proposed greenhouse gas (GHG) regulation that requires
mandatory reporting of GHG emissions from "large sources" in the
U.S.

proposed Rule is the first step toward the implementation of
a federal GHG cap-and-trade program. |

It aims at
establishing an accurate picture of GHG sources, which will
be followed by the determination of reduction targets. |

Requirement for facility-level
reporting of GHGs from all sources (including fugitives). |

Proposed facility-level threshold of
25,000 metric tons of
CO2E. |
 |
Gases covered are carbon
dioxide (CO2), methane (CH4), nitrous
oxide (N2O), hydrofluorocarbons (HFC),
perfluorocarbons (PFC), sulfur hexafluoride (SF6),
and other fluorinated gases including nitrogen trifluoride
(NF3) and hydrofluorinated ethers (HFE).

The proposed Rule would come
into effect for the 2010 calendar year, with first
reports due by March 31, 2011. |
